The functions of the State to set and supervise rules with regard to the realization of economic activities through market mechanisms in order to raise welfare were the other objectives during the period. But the country was not ready to withdraw the State from economic activities, such as production and distribution.

Information  

The Ministry of Environment is planning to cooperate with the State Planning Organization and the State Institute of Statistics to integrate environment and development information in the near future. Turkey has carried out inventories of existing databases relevant to sustainable development. Data usually collected in the field of sustainable development include information about socioeconomic issues (population, urbanization, agriculture, industry, tourism, energy, transport, resource exploitation, waste management), water resources (withdrawals and use, restitution and discharge, quality and treatment), soil and land-use (land-use, resources and production, salinization and erosion), and biodiversity (state of habitats, threats, evolution, protected and/or sensitive areas). Information is also collected about households, including their income- consumption expenditure, waste generation, and consumption patterns.

Turkey is planning to develop National indicators on sustainable development as an inter-departmental effort (Ministry of Environment, State Planning Organization, and State Institute of Statistics) as soon as the Turkish Environment and Development Observatory has been established under the Mediterranean Action Plan Programme.

Research and Technologies  

With regard to the technological capacity for sharing information electronically, only a few computers have access to international telecommunications lines. This is due to the high costs of telecommunications and to the insufficient number of trained personnel. Concerning capabilities to access remotely sensed data, the State Institute of Statistics has capacity to access data about annual crop yields.
