Privatization has become one of the hottest issues in the area of economics and of politics in the last one or two decades. On economical grounds, privatization should not be considered simply as a transfer of ownership. It's rather a policy tool to restructure an economy in general and an industry in particular, in such a way as to improve economic efficiency through increased competition where possible or through effective regulation in the case of natural monopolies.
The main theme of this study is
the privatization and regulation of SOEs that are natural monopolies. However,
since an efficient regulation must replicate market solutions, it starts
with the concept of economic efficiency, i.e. productive and allocative
efficiency. To set the stage for the discussion of effective regulation,
the study revisits the issue of how and when free markets operate efficiently
and when they fail. In that context, four basic market failures and required
government intervention to eliminate those failures are skipped through.
Basic characteristics of natural monopolies are defined and the basic alternatives
of supply arrangements, optimum pricing polices, regulatory options for
privately operated monopolies -rate of return regulation, price-cap regulation
and yardstick competition- and their effects on productive and allocative
efficiency are discussed.
Considering the importance of
telecommunications sector for economic growth and development; deregulation,
privatization and regulation experiences of the last 10-15 years are reviewed
so as to suggest sound policies for Turkey. Both developed and developing
country experiences are covered but emphasis is given to those countries
that had dramatically reformed the sector, i.e., not only sold the SOE
in question but opened up the sector to competition. Also a few cases of
electricity regulation are reviewed. After that, privatization effort of
Turkey in the last decade is evaluated, with due emphasis on telecommunications,
electricity and other infrastructure services. A duopoly model for the
telecommunications sector is suggested along with the basic issues to be
considered on privatization of the Turkish Telecom and a regulatory model
to be applied in the industry. Also, there are some basic suggestions for
restructuring electricity sector by opening up to competition the generation
sub sector and designing an efficient regulation for the monopolistic parts
of the sector.
